Médecins Sans Frontières, an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened: mainly in the event of armed conflicts, but also epidemics, pandemics, natural disasters or exclusion from care. The French section is present in around thirty countries.

As part of a replacement, MSF is recruiting a:

MIO – CMMS Application Mobile Support (MEMO) M/F

Assignment :

A CMMS application (MEMO) for monitoring equipment and their maintenance has been deployed across all OCP sites since 2018.

Within the field support team, a referent at headquarters occupies the role of Tool Referent. A Mobile Implementing Officer (MiO) position makes up the team.

The Mobile Implementing Officer (MOI) travels to projects in order to:

  • Contribute to user training in the field or off-site (with a focus on the role of the mission focal point).
  • Support teams during major project openings or reorganizations (increase or cessation of activities).
  • Perform new deployments if necessary.
  • Between two missions, the MIO participates in the continuous improvement of the tool and assists the Tool Referent in his functions as application administrator and/or on specific files (workshops, webinars, etc.).

Main Contacts:

The MIO will work under the supervision of the Tool Referent. He will be part of the Logistics Department, attached to the POS service.

Key contacts : field users, technical representatives, RTRs, logistics coordinators, cell logisticians.

In the field, he functionally responds to the Tool Referent and hierarchically to the Country Logistics Coordinator.

Main responsibilities:

Carry out field visits organized around three main reasons:

  • Response to support requests from the field and/or cells
  • Opening/closing of emergency or regular projects
  • Triggering a visit following a deterioration in the use of the tool

Prepare the visit in collaboration with the tool referent and during the visits:

  • Ensure an appropriate HR and logistics organization around the tool
  • Perform data verification and clean data if necessary
  • Organize training (in groups and individually) and/or prescribe ad hoc training tools (e-learning) to MEMO user personnel
  • Implement and manage the support process for the Focal Point person designated by the mission
  • Verify that users understand and use the tool properly.
  • Write a visit report.
  • Report user requests and anomalies encountered to the Logistics department

Contribute to improving the tool:

  • Report and monitor anomalies in collaboration with the Tool Manager
  • Participate in the formalization of development requests

Contribute to training:

  • Maintain a watch on the developments of the tool
  • Ensure consistency between the different training tools and MEMO: e-Learning, practical sheet and MEMO interface
  • Contribute to the organization of distance training sessions using different approaches (workshops, webinars, etc.)
  • Propose improvements based on user feedback encountered during field visits
  • Participate in training courses at the Jacques Pinel Training Center (CJP) as a facilitator

Participate in the development of transversality:

Create a link between the different stakeholders involved in the use of MEMO: general field logisticians, technical referents, Logistics coordinators, cell logisticians, Logistics Department

Ensure backup of the Tool Referent in case of absence:

  • Briefings and debriefings
  • Field support
  • Tool settings

Follow up on background files between two field missions:

  • Project(s) related to training and the tool.

Profile sought

Experience :

A minimum of 3 years’ experience in an international humanitarian organization as a field logistician

Recent experience at MSF-OCP is a prerequisite

Experience in the field of training would be strongly desired, is an asset

SKILLS :

Knowledge of MSF field logistics processes

Knowledge of database management

IT skills, data processing, Excel

Skills in fleet and database management highly desirable

Skills in the operation and use of the CMMS tool (MEMO) greatly appreciated

Skills:

Good analytical and synthesis skills, rigor

Animation, training & presentation skills

Teamwork, very good interpersonal skills, teaching methods

Autonomy, patience and flexibility

Languages: French level B2 – English level B2

Status and salary conditions

6-month full-time MIO contract.

Field position, level 12 salary according to the MSF field salary scale based on seniority and experience relevant to this position

Coverage of accommodation, travel and per diem during visits and stays at headquarters.

Work location: 70% of the time in the Médecins Sans Frontières intervention areas and 30% at headquarters. (Paris or possibility of being based in another MSF-OCP office for this 30% headquarters)
