CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. Program Overview
Burkina Faso devotes a significant portion of its national budget to funding digital health services and has received support from a wide range of regional and global partners. Access to critical digital applications is currently limited by the costs of internet connectivity, which is a major barrier to their widespread adoption.
An additional challenge is the management of funds allocated to purchase internet packages for community-based health workers (CCHA) and community distributors (CD). Mobile data use can sometimes deviate from initial objectives due to the lack of specific monitoring and control mechanisms, which can reduce the effectiveness of investments. This complexity in resource management, combined with challenges such as an even network coverage and budget constraints, makes it difficult to make optimal use of digital tools. To maximize the impact of digitalization initiatives, it is necessary to implement appropriate tracking systems and explore more sustainable and better managed connectivity models.
In a previous project, the Ministry of Health, in partnership with the Clinton Health Access Initiative (CHAI), piloted the community digitization of Seasonal Malaria Chemo-prevention (CPS) campaigns. During this pilot, an agreement was established with one of the telephone operators on the market to test the feasibility of using URL Free technology in certain targeted areas. Testing has shown that this technology works efficiently, allowing continuous and reliable access to critical platforms without additional costs for users.
The Ministry of Health with technical support from CHAI plans to strengthen the service by integrating the remaining other telephone operators and then gradually integrate the online applications of the Ministry.

- Work with technical teams to plan and oversee the integration of Health’s digital platforms into URL Free.
- Identify technical and operational needs related to integration in consultation with stakeholders.
- Develop and implement a monitoring and evaluation framework to measure the effectiveness and impact of platforms integrated into URL Free.
- Collect, analyse and interpret data to assess progress and identify opportunities for improvement.
- Produce regular reports on key performance indicators, highlighting achievements, challenges and proposed solutions.
- Facilitate discussions with key stakeholders, including the Ministry of Health, donors, and technical partners to ensure a common understanding of project objectives and priorities.
- Negotiate the technical, operational and financial modalities related to the integration of platforms, ensuring alignment of the interests of the different parties.
- Act as an intermediate to resolve any disagreements and ensure smooth and transparent communication between all partners.
- Organize information and awareness sessions, as well as workshops for departmental teams and other stakeholders, to ensure sustainable ownership of integrated platforms.
- Support the development of local teams’ skills in monitoring, evaluation and use of data from digital platforms.
- Develop a detailed work plan for platform integration, setting clear milestones and realistic timelines.
- Follow up on planned activities, ensuring that deadlines are met and that available resources are used to their maximum effect.
- Identify risks and propose solutions to mitigate them.
- Write detailed project reports to document progress, challenges, lessons learned and recommendations.
- Prepare presentation materials for meetings and stakeholder returns, highlighting the project’s impacts.

Qualifications
- A Master’s or Graduate degree in digital health, project management, public health, engineering, information technology or any other relevant field.
- At least 3 years of experience in a requesting environment, ideally in digital project management, monitoring and evaluation or integration of digital systems in the health sector.
- Proven experience in project monitoring and evaluation, with an ability to develop and analyze key performance indicators. Experience in the pilot phases would be a plus.
- Good understanding of the health system in Burkina Faso and the challenges of digitalization.
- Experience in managing relationships with institutional actors, funders and other stakeholders at different levels.
- Strong skills in quantitative and qualitative data analysis, reporting, and presentation of results to a variety of audiences.
- Very good command of Microsoft Excel, PowerPoint and Word tools, as well as monitoring-evaluation or data management platforms.
- Ability to think strategically, proposes innovative solutions and work in complex and multicultural environments.
- Ability to quickly adapt to changing priorities, manage multiple tasks simultaneously and meet deadlines in dynamic environments.
- Excellent written and oral French, with intermediate or higher level in English.
- Previous experience in sub-Saharan Africa would be a major asset.
