OBJECTIVES OF THE PROGRAMME
One of the main objectives of the WHO Framework for Action for the strengthening of health systems is to promote a common understanding of what a health system is and what the strengthening of health systems is. It also provides a basis for assisting countries in setting up their health systems and services, including by addressing bottlenecks in a concerted and coordinated manner, motivated by the desire for health outcomes, in order to produce a lasting impact throughout the system. For this process to be as effective as possible, it must be carried out by the countries themselves, according to the priorities defined in the national general health plans.
DESCRIPTION OF DUTIES
1. Provide sound advice and support for the development and implementation of sound national health policies, programmes and plans.2. Advise and collaborate in the development, implementation and evaluation of technical cooperation programmes in the areas of governance, health policies and systems, organisation and management of health services in support of universal health openness.3. Support high-level awareness raising for an increase in investments and for multi-sectoral action in favour of health. 4. Support the establishment of standards of design, organization, programming and operation of health systems on the basis of primary health care, universal health coverage, andintegrated networks of health and pharmaceutical services, including hospitals, integrated care of health, mother, newborn and child, public health infrastructure and services.5. Provide technical assistance to Member States in the design of a set of health services, taking into account social and cultural factors for the rational use of services and their ease of access.6. To ensure continuity of care in emergency situations, in particular for people with chronic conditions, pregnant women, children under the age of five, people with disabilities, among others, and to take measures to strengthen the channels of referral and recourse.7. Contribute to theidentification et ala fights against inequalities in health and the inclusion of vulnerable groups, in order to guarantee equitable access to quality health services.8. Contribute to the development, planning and training of human resources in the field of lasante with a view to increasing the efficiency, effectiveness and quality of the workforce, organizing, conducting or facilitating capacity building activities.9. Coordinate the planning and implementation of technical activities relating to the quality of care and health services infrastructure (nursing, pharmacy, laboratories, medicines, vaccines, medical diagnostics and therapeutic devices, health care systems, health care systems, health carehealth information including vital medical statistics and archives) and priority programmes according to the needs of affected populations.10. Disseminate up-to-date knowledge and results in different areas of specialisation; provide advice on the introduction and transfer of experience and technology through capacity building processes.11. To contribute to the establishment and consolidation of health information systems to facilitate decision-making; to provide information on the health situation and the effective and efficient management of health services.12. Collaborate with members of the internal team, national authorities, international cooperation bodies, etcintergovernmental and non-governmental organizations and other relevant stakeholders to build partnerships and networks that promote access to quality primary care services for affected populations.13. Lead and supervise the health systems team, ensuring that activities are carried out in a very professional and timely manner, as required.14. REQUIRED QUALIFICATIONS
Education
Essential: Diploma of higher education (at Master level or above)in public health, in the administration of health systems or services, in health administration or in a related field, delivered by a credible and recognized institution.
Desirable: Postgraduate training in policy analysis
Experience
Essential: Have relevant experience of at least seven (7) years, acquired gradually in a national or international organization, in areas related to the development, planning and management of health policies, rehabilitation and development of health systems, provision of health services in emergency situations, extension of health services to populations and underserved areas, etc as well as the development of strategies to overcome barriers that hinder access to these services, including essential medicines.
Desirable: Have a pre-existing field experience in the humanitarian field, acquired by working with WHO, other United Nations agencies, health sector partners, recognized humanitarian organizations or an international non-governmental organization specialized in disaster or health emergency response.
Skills
1. Solid knowledge in public administration reforms. 2. Ability to develop policies, to plan and to monitor and evaluate the desante systems.3. Proven ability to provide sound methodological and technical advice and guidance to multiple stakeholders and partners on health sector and public administration reform. 4. REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position included an annual base salary starting at USD 77,326 (subject to mandate deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3860 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
