Job Title: State Technical Lead

Location: Lagos

Job Summary

  • The position manages and provides overall guidance to the state implementation team on HIV/AIDS care and treatment programs. The incumbent is part of the senior management team in a decentralized management structure and forms part of the strategic team that directs the operations of the organization.
  • S/he will provide support to and coordination of the work of the regional and satellite offices.
  • The successful candidate will lead program planning, design, review and the monitoring of the program implemented at the field level.
  • S/he will work with the central office managers to establish a program management capacity development plan to assist with program planning, design, review and monitoring of program progress.

Essential Duties and Responsibilities
COCT:

  • Coordinate the State Clinical team in achieving targets of key program indicators through effective management of the weekly technical review meetings and other routine feedback platforms
  • Provide leadership for the provision of person-centered care services
  • Provide leadership for the implementation of integrated NCD -Cervical Cancer, HPT, DM and –COVID-19 and TB
  • Provide leadership for the effective patient retention strategies including client centered DSD
  • Design and deploy context-specific treatment support for special populations-KPs, Standalone DOTS sites and community drug pick ups
  • Provide state leadership on adaptable case management system for all sub populations
  • Support the states on Viral load optimization value chain management
  • Provide leadership to state treatment support team in the provision of psychosocial support to PLHIV
  • Provide technical support for an inclusive integrated quality management system to evaluate and address service delivery cascade gaps
  • Strengthen program management platforms to aid the continuous transfer of managerial and technical competencies to supported entities
  • Support the development and refinement of materials such as IEC, Health promotion and job aids and training material
  • Support the enhancement TB/HIV integration services at supported sites
  • Provide leadership in technical support to state agencies toward sustainability

AP3:

  • Support state and site level implementation of high degree of integration, collaboration and communication among PMTCT, Pediatrics and OVC programs to rapidly close the pediatric treatment gap
  • Focus on prioritizing community interventions and consolidating the gains at the facility level
  • Support the inclusive integration of pediatrics/adolescent, PMTCT and OVC across service delivery entities for desired clinical outcome
  • Support leveraging of OVC resources to reach Pediatrics, adolescents and pregnant women with comprehensive, impactful and acceptable services
  • Support the generation, transmission and triangulation of pediatrics, Adolescent, PMTCT and OVC related data across program areas
  • Support the operationalization of a Community OVC/Pediatric/PMTCT (COPP) Team
  • Support the state in Community action Data management using NDR lite
  • Track site and community performance (data) – daily/weekly/monthly
  • Any other duty that may be assigned by Supervisor

Data and Service Coordination:

  • Scale-up streamlined service delivery models with quality and fidelity: providing targeted, easy-to-implement, practical and actionable interventions aimed at systems strengthening without burdening human resources
  • Monitor and enhance appropriate documentation of service delivery
  • Strengthen monitoring to ensure quality of programs and data
  • Facilitate site level QI activities to improve service/data quality
  • Adapt the program to address gaps following the GTDR data review and deep dives
  • Maintain the cohort of PLHIV in care and on treatment

Qualifications & Experience

  • Master level degree in public health, management, sciences or behavioral sciences, with at least 7-9 years working experience in managing programs at the community level, a Bachelor degree with additional experience will be considered
  • At least 5 years’ experience with HIV/AIDS program planning and implementation at the community level working with public and NGO sectors required
  • Supervisory experience in health program management with at least five years of experience working in health care system in Nigeria
  • Experience working in collaboration with local Governmental partners, U.S. Government or bilateral donors preferred
  • Clinical experience in HIV/AIDS care and antiretroviral treatment is an added advantage
  • Strong management skills

  • Strong written and verbal communications skills combined with the ability to work collaboratively with program staff and stakeholders across organizational boundaries
