APIN Public Health Initiatives Limited/Gte, formerly known as AIDS Prevention Initiative in Nigeria is a non-governmental organization registered with the Nigerian Corporate Affairs Commission (CAC). APIN has built a strong partnership with the Nigerian Government, which is memorialized through a memorandum of understanding (MOU) with the National Planning Commission. APIN is a leading Nigerian organization in the provision of prevention, care and treatment services to patients with HIV/AIDS, Tuberculosis; Malaria; Reproductive Health; Family Planning; Maternal, Newborn and Child Health, and other non-communicable diseases of public health significance.

We are recruiting to fill the position below:

Job Title: Senior Technical Officer – M & E

Location: Ogun

Job Summary

  • The incumbent will work as a member of the Strategic Information Directorate and will be responsible for leading state’s SI activities.
  • The candidate will report directly to the Director of Strategic Information at the HQ.

Responsibilities

  • Manage the state’s SI department; defining strategies, goals, objectives and work plan, and monitoring their implementation.
  • Provide leadership and guidance on program/project monitoring and evaluation and on donor and Government of Nigeria reporting requirements.
  • Facilitate the provision of technical support to strengthen data management in the state
  • Provide technical assistance to program sites in the collection, analysis, reporting and use of output data for program improvement
  • Manage the program’s reporting cycle to ensure high quality and complete data are sent to the program office on a periodic basis, or when required
  • Conduct routine monitoring visits to project sites and provide supportive supervision

Periodic/Special Tasks / Responsibilities:

  • Review and update the programme quality improvement protocol as indicated
  • Provide technical support to program sites in developing and implementing clinical quality improvement activities in all program areas
  • Share program output data with the program team
  • Monitor the progress of the program towards achieving targets
  • Contribute to the periodic review of the organization’s quality improvement and surveillance protocol line with national protocol

Key Performance Indicators

  • Level of completeness and currency of reports databases (DHIS, NMRS, NDR, NOMIS etc.)
  • Strategic alignment with the directorate and APIN leadership mandate
  • Number of program data output disseminated to program officers/ donors/ Government
  • Timeliness of disseminating data output to program officers/ donors/ Government
  • Performance of state’s sites in DQA and external audit assessments
  • Number of technical publications by the state’s SI team annually
  • Percentage of relevant program review meetings facilitated

Minimum Qualifications/Experience

  • Must possess MBBS, MPH/MSc Epidemiology or Biostatistics / Statistics / Computer Science.
  • Ten (10) years’ post qualification experience supporting the implementation of M & E systems, and planning and executing program evaluation.
  • Technical writing and communication skills 
  • Computer/Software proficiency including Microsoft office packages (excel, Power Point, Access, internet for research and studies)
  • Proficiency in program performance monitoring, evaluation, surveillance, Quality Improvement, Health Informatics and Research
  • Excellent working knowledge of HIV, TB and other diseases of global security and Government of Nigeria priorities
  • Proficiency in statistical and data analytics packages including R, STATA, SPSS, ODKs etc.
  • Proficiency in DATA USE products (Tableau, Dashboards, Power BI, Zoho, Looker etc.)
  • Good working knowledge of current HIV/AIDS guidelines and standards with respect to monitoring and evaluation  
  • Ability to organize and coordinate training programmes.
