Purpose of consultancy
- To contribute to the development of technical partnerships and coordination of grants for the WHO Pandemic and Epidemic Hub.
Background
- The Health Emergency Intelligence and Surveillance Systems Division (WSE) is responsible for building a system of collaborative intelligence enabling better decisions to avert and manage public health threats and risks.
- Its goal is to enable, strengthen and support countries, regional and global actors in averting and managing public health threats and risks through collaborative problem solving and decision-making for short-term action and long-term policies, informed by better data and analytics.
- WSE works on a variety of projects aimed at implementing collaborative surveillance, with a wide range of partners and donors.
Deliverables
- Support alignment of donor reporting with internal reporting including programme management and indicator reporting including developing integrated internal reports, dashboards, and key action and risk tracking reports.
Expected by: Monthly - Support content management activities including content repositories, documentation of process and best practices for content management.
Expected by: Monthly - Facilitate the partnership management activities with WSE’s institutional partners (including but not limited to Robert Koch Institute, Charite, HERA).
Expected by: Monthly - Develop funding proposals and support grant coordination aligned with the WSE Division priorities.
Expected by: Monthly - Track implementation of specific projects and grants such the African Health Security Partnership project and EU4Health2022 grant including organizing and preparing for coordination and steering committee meetings, prepare technical and progress reports.
Expected: Monthly - Provide strategic advice to WSE Management in support of its engagement with complex multigovernmental and multisectoral entities, such as the European Union, the US Government, foundations, multi-lateral institutions, and others.

Qualifications, experience, skills and languages
Educational Qualifications
Essential:
- Advanced university degree in Public Health, Health sciences, Health Policy or Management.
Experience
Essential:
- Over 10 years of relevant experience in program and/or grants management and developing partnerships.
Skills/Knowledge
- Project management skills related to projects or technical tasks of high complexity or specialization
- Demonstrated ability to engage substantively at executive level
- Knowledge of the relevant US Government, EU agencies and other Collaborative Surveillance donors and stakeholders
Languages and level required
Essential:
- Expert knowledge of English
Travel
- The consultant is expected to travel.
Salary
USD 10,000 – 12,500 per month.
