The Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH (German Agency for International Cooperation) is an international enterprise owned by the German Federal government, operating in many fields across more than 130 countries.

In Nigeria, GIZ’s portfolio includes among others, a programme to support the Economic Community of West African States (ECOWAS) in its regional integration goals. The programme aims to strengthen sector-specific capacities in the areas of Peace and Security, Customs and Trade as weir as Strategic Management and Organizational Development in the ECOWAS Commission.

The Project: Agriculture Value Chain Facility (EU-VACE)

  • The German and Nigerian governments are addressing ongoing challenges in Nigeria’s Agri-Food System. Through BMZ, the German Government supports the Nigerian Government, especially the Federal Ministry of Agriculture and Food Security, in implementing Nigeria’s National Development Plan (2021–2025) and the National Agricultural Technology and Innovation Policy (NATIP). These strategies recognize the agricultural sector’s importance in economic diversification.

The GIZ Cluster “Transformation of Agricultural Systems” is implementing several projects in the agriculture and rural development sector with a total budget exceeding 60 million Euros. These projects aim to:

  • Improve small-holder farmers’ yields and income
  • Enhance agri-business performance
  • Increase access to finance
  • Promote job creation and rural development through a private business-driven value-chain approach

The Agriculture Value Chain Facility (EU-VACE) project, co-financed by the EU and BMZ, focuses on:

  • Improving sustainable rural economic development by promoting specific agricultural clusters in select “transition” states in Nigeria
  • Increasing agricultural production, creating lucrative employment, and raising rural population incomes, contributing to food security and resilience against external shocks
  • Supporting existing enterprises to improve production quality and yield, generating new business opportunities to drive sustainable outcomes in the rural and blue economy

This project emphasizes inclusive development principles for responsible social and environmental sustainability, focusing on:

  • Climate-resilient practices
  • Biodiversity improvement
  • Combatting desertification and deforestation

Responsibilities & Tasks
Responsibilities:
The Monitoring and Evaluation Advisor will:

  • Support the design and implementation of M&E systems/tools
  • Collect, analyze, and evaluate data to ensure effective impact monitoring and reporting in line with EU and BMZ requirements

Tasks:

  • M&E System Development: Create and implement M&E systems/tools for the program/project
  • Reporting: Provide input for BMZ and EU reports; assist with the development of annual workplans and budgets
  • Knowledge Management: Support information, knowledge management, communication, and public relations by providing results data
  • Liaison: Provide information to internal and external evaluators
  • Partner Support: Assist partner institutions (FMAFS), government MDAs, financial intermediaries, and business support organizations
  • Research: Prepare and conduct qualitative/quantitative research on the project and environment (survey development, field trials, training, data collection and analysis)
  • Representation: Represent the program at partner activities (monitoring, progress reviews, evaluations); contribute meaningfully to discussions and decision-making
  • Capacity Development: Support institutional capacity development in alignment with project outcomes
  • Additional Duties: Perform other work-related tasks as required

Required Qualifications, Competences, and Experience
Qualifications:

  • MSc/MBA in Statistics, Mathematics, Economics, Business Administration, Social Science, or a related field

Professional Experience:

  • Minimum of 5 years in a similar position
  • Strong knowledge of results-based planning, monitoring, and reporting
  • Technical experience with international development organizations (EU and/or GIZ experience is advantageous)
  • Practical experience in developing work plans, results frameworks, baseline studies, and M&E methodologies, data collection/analysis, and clear presentation of findings

Other Knowledge, Additional Competences:

  • Awareness and practical experience in gender integration and inclusivity
  • Proficient written and spoken English; ability to write accurately and engagingly
  • Flexibility to handle additional responsibilities
  • Ability to thrive in a diverse work environment

Salary
According to GIZ salary scale for Band 4.
