Office/Unit/Project Description: 

UNDP is a key partner to the Global Fund (GF) to fight AIDS, Tuberculosis and Malaria and when necessary, serves as Principal Recipient in various countries.  In the NFM3 funding cycle of the Global Fund (2021-2023) UNDP has been the Principal Recipient in Angola.   At the request of the Country Coordinating Mechanism (CCM) of Angola, in the GC7 funding cycle (2024-2025) UNDP will remain the Principal Recipient to the HIV, TB and Malaria grant (GC7), under the subnational approach covering three provinces of Angola. In its role as Principal Recipient (PR), UNDP is responsible for the successful implementation of the GF project, including financial and programmatic management as well as the procurement of pharmaceuticals, health, and non-health products. The GF grant contributes to HIV/AIDS, TB and Malaria control in the Republic of Angola, through support to the Ministry of Health and Provincial health Authorities. The overall goal of the grant is to prevent deaths caused by HIV, TB and Malaria and to reduce the burden of these diseases.

For the implementation of the Global Fund programme, UNDP Angola has established a Project Management Unit (PMU) that coordinates the implementation of the grant and provide general guidance of Global Fund rules and procedures to all Sub Recipients participating in the implementation of the project.

As Principal Recipient, the monitoring and evaluation objectives of UNDP- Angola Office is to monitor and evaluate outcomes and impacts of the GF grant; strengthen systems that inform decision making and enhance programme learning and improvements; promote accountability for resource use; and provide timely feedback on reports, document lessons learned and best practices and dissemination.

For the effective implementation of the grant activities, and to ensure timely and quality reporting, UNDP is seeking to recruit a Monitoring and Evaluation (M&E) analyst to support the M&E activities being undertaken by the PMU, with a special focus on the reporting requirements of grant indicators and activities, the documentation of lessons learned and the implementation of the resilient and sustainable system for health around M&E (RSSH-M&E) modules within the grant.

The M&E Analyst will report to the Senior M&E specialist, and will work directly with the Ministry of Health, provincial health authorities of Benguela, Cuanza Sul and Bié, municipal health authorities as necessary, as well as other implementing partners and funding agencies to ensure timely and quality reports and full implementation of RSSH M&E GF funded activities.

Scope of Work

Monitoring and evaluation:

  • Contribute towards the implementation of the grant M&E Plan by leading the implementation of the capacity building plan and the M&E Clinics on grant indicators to improve the availability of strategic information for better decision-making;
  • Provide technical support to Sub-Recipients (SR) and other implementing partners to strengthen their monitoring and evaluation systems;
  • Participate and contribute to the development of Monitoring and Evaluation Performance Frameworks of SRs;
  • Lead the development of training material and facilitation of trainings/capacity building in M&E for personnel of implementing partners;
  • Perform a review of SR narrative reports; contribute to the drafting of SR Management Letters; support in following up on UNDP recommendations;
  • Validate the quality of collected data (through sample analysis and M&E SR visits);
  • Prepare reports e.g. quarterly, annual and other strategic information reports in a timely manner, including the Progress Update and Pulse Check reports;
  • Identify potential implementation problems and bottlenecks and alert the Senior M&E specialist, follow-up on their resolution;
  • Identify and formulate lessons learned and document best practices from evaluations and studies to be integrated into project reports;
  • Participate in external supervision and evaluation missions of the GF and other agencies by facilitating access to M&E data as required;
  • Any other tasks as may be assigned by the Senior M&E specialist to support the overall Monitoring and Evaluation of the implementation of the Project;
  • Support the organisation, facilitation and documentation of M&E activities such as grant performance review meetings or M&E visits to project sites by Luanda-based UNDP staff, the Global Fund or the Local Fund Agent

RSSH implementation support

  • Develop quarterly workplans in collaboration with SRs for the good implementation of all activities within the RSSH M&E module;
  • Support SRs and other UNDP colleagues in the preparation of terms of reference for the implementation of activities under the RSSH M&E module;
  • Monitor and provide oversight to the implementation of the RSSH M&E module including the quarterly workplan;
  • Monitor the expenditure vis a vis the implementation of the RSSH M&E module activities;
  • Engage with procurement and finance UNDP colleagues, as required, to warrant the timely implementation of activities;
  • Discuss priorities with SRs and propose the necessary adjustments to the quarterly workplan;
  • Lead the process for the implementation of surveys liaising with the required implementation partners, ensuring all necessary steps are accounted for within the project time-frame;
  • Lead the process to develop and implement an electronic system for the individual monitoring of HIV and TB patients on treatment;
  • Provide the necessary support to the National Tuberculosis Program to review the current data management model and support the develop an integrated, robust HIS sub system that facilitates registering, recording follow up and reporting on diagnosis, care and outcomes;
  • Any other tasks as may be assigned by the Senior M&E specialist to support the overall Monitoring and Evaluation of the implementation of the Project.

Institutional Arrangement

The M&E Analyst will report to the Senior M&E Specialist. He/she will be based in Luanda and is expected to travel to the provinces of Benguela, Bié and Cuanza Sul, as required.

Required Skills and Experience

Education

  • Advanced University Deegree (Master’s degree or equivalent) in Public Health, Epidemiology, Monitoring & Evaluation, statistics or related field OR
  • A first level university degree (Bachelor’s degree) in in the above field in additional 2years of experience will be given due consideration in lieu of the advanced university degree

Experience

  • Minimum 2 years’ (with a Master’s degree) or 4 years (with a Bachelor’s degree) of relevant work experience in health program implementation (HIV, TB or malaria) and/or health policy work

Required skills

  • Experience in M&E methodology and in health programming
  • Experience on data analysis
  • Experience of working with health management information systems

Desired skills in addition to the competencies covered in the Competencies section

  • Experience in Global Fund programs is highly desirable
  • Previous UNDP /UN work experience is highly desirable
  • Work experience in at least two out of the three diseases (HIV, TB and malaria) is highly desirable.

Languages

  • Fluency in Portuguese and English, both written and verbal.
