Job Description

  • These strategic locations have allowed NRC greater reach from the north and south parts of the North-East and North Central region and allowed NRC to contribute to bridging the gap between humanitarian aid and development cooperation, including by focusing on equitable access to basic services and strengthening the rights of displaced people and returnees.
  • In addition to the Country Office and the above-mentioned Area Offices, NRC has sub-office structures in Monguno, Mubi, Pulka, and Gwoza.
  • We are looking for people who are passionate about helping refugees and people forced to flee.
  • If you are those people, the Norwegian Refugee Council in Nigeria is looking for an enthusiastic and passionate MEL Technical Assistant to join our team in Jos, Plateau State.
  • The purpose of the MEL Assistant position is to support the MEL officer and contribute to the implementation of the data management system through documentation, implementation, and coordination of standardized information for MEL Activities and reporting.

Responsibilities

  • Work in close collaboration with the MEL officer and update monthly project progress on the System using data from Area Office MEL Matrixes
  • Assist the MEL officer generate and share field reports on project progress from the online Global Output and Outcome reporting System
  • Compile and file electronic copies of all beneficiary lists and other relevant Means of Verification in close collaboration with core competency officers/technical officers
  • Support the implementation of surveys with quantitative and qualitative tools as part of data collection initiatives in the MEL Unit
  • Make sure complete and accurate project data are reported timely to the MEL officer and Area Manager, MEL Coordinator, MEL Manager with necessary disaggregation (data by area/location, core competency, gender, type of beneficiaries (IDP, host community, returnee and others)
  • Actively participate in need assessments, baseline and end line surveys particularly field data collation using mobile data collection methods training and supervising enumerators, data entry and analysis
  • Support field program staff to implement project level assessments, including PDMs, baseline survey using mobile data collection methods, outcome measurement, and multisector area level assessments where relevant, training and supervising of enumerators and data analysis;
  • Provide support to the Officers in the implementation of a Complaints Response and Feedback Mechanism (CFM) by creating compliant database;
  • Support the role out of digital-based data collection using mobile phones/tablets.
  • The MEL Assistant will also assist the officer in quality programming through supporting access to and use of relevant and timely information on relevance and effectiveness.

Qualifications

  • Proven practical experience in the planning and execution of MEL with at least 1-year experience in a humanitarian and development programme preferably with an NGO
  • Experience in data collection, analysis, management and development of reports
  • Experience in managing data from different core competencies in a relief programme is essential.
  • Proven ability to use MS Office software (especially Word, PowerPoint and Excel) is essential. Experience with other computer programs such as Power BI, Tableau, Stata, Nvivo and Microsoft Project office would be an advantage
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Fluency in English is required
  • Experience in report writing.

  • Experience working with partners eg Local NGOs

  • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access)
