The mandate of the emergency unit is to intervene as a priority on emergencies and crises that occur in countries where MoM is already operational (30 countries). The’urgency response in countries where MdM is not present is systematically considered if the’ access to the continuum of care is interrupted and if the capacities of the country and of the actors on the spot are exceeded.

You are part of the’ team of emergency cell voltigeur.euses that is deployed in the contexts of’urgence to launch new interventions. You are under the responsibility of the head of the emergency cell based at headquarters and when you are deployed in the field, you are under the responsibility of/the general coordinator of the mission. You have a functional link with the health referent of the emergency cell based at the headquarters and you work in close collaboration with the’ team.

You are deployed for a maximum of 3 months to participate in exploratory missions, open missions, support operations/existing MdM missions through the « gap-filling » (replacement) or support the implementation of specific medical activities (ex : training, preparation, etc.).

The division of working time between the field and the headquarters is estimated at 80%-20%.

Your main responsibilities are as follows :

1. Deployment in the field :

  • Carry out qualitative health assessments and in relation to humanitarian needs during the exploratory missions
  • Elaborate the answers and strategy of the program
  • Participate in the development and implementation of the preparedness and response plan for’emergency (EPREP)
  • Write project proposals and participate in the preparation of budgets submitted to the donors
  • Coordinate the implementation of the health emergency programme
  • Oversee the process of purchasing, inventory management and distribution of pharmaceuticals
  • Identify health personnel needs for emergency programs and ensure the rapid recruitment, integration and training of new staff
  • Participate in the drafting of reports for donors
  • Monitoring and analysis of results in order to improve the effectiveness and quality of programmes
  • Ensure compliance with the MoM policy and procedures by the entire team and program activities
  • To ensure representation and coordination with other agencies, local government, donors and other stakeholders

2. Support from the seat :

  • Provide emergency preparedness and response support to MoM programme teams in the countries of the world
  • Contribute to the development of tools and protocols for MdM emergency operations
  • Actively participate in team preparation and capacity building initiatives
  • Contribute to the development of the global strategic approach to’ emergency health intervention
  • Leverage experience and develop lessons learned
  • Ensure active humanitarian monitoring

PROFILE

  • Medical or paramedical diploma
  • A Master in Public Health is an added bonus
  • At least 4 years of experience’ in a similar position or in the humanitarian sector
  • Experience in public and community health
  • Experience supervising sexual and reproductive health and nutrition programs
  • Experience in managing epidemics and’ emergency interventions
  • Experience in negotiating with local authorities and local partners in a volatile context
  • Mastery of the office pack
  • Mastery of French and English (written and oral)

EMPLOYMENT CONDITIONS

  • Contract of indefinite duration (CDI)
  • Date: beginning of January 2025 – field deployment not before 1 month of’integration (seat/telework presence according to our telework agreement)
  • 80% field based and 20% headquarters based
  • Gross monthly salary of 3,570 euros
  • Post full time
  • 13th month from 6 months of’seniority and paid in 2 times
  • Land travel bonus of 198.18 euros gross/month in proportion to the time of presence on the ground
  • At headquarters, tickets restaurants of’a unit value of 9€ (participation up to 60% of MdM, 40% of the employee) and on the ground via a fixed catering allowance fixed according to the country
  • At the head office, reimbursement of the public transport ticket at 50% (subscription Navigo for Parisians) and 100% ground seat support
  • Accommodation supported on the ground 100% and at the headquarters if necessary in case of briefing/debriefing (2 nights max)
  • Mutual: participation in 60% of MdM and 40% of the employee
  • Leave: 22.5 RTT /year and 5 weeks of paid leave /year
  • Telework agreement subject to’eligibility of your position : 110 Days of telework per year (on average 2.5 days of telework per week) with the obligation to work face-to-face at least 5 days per month
