WHAT WE DO …
SOLIDARITY INTERNATIONAL (SI) is an association of’ international humanitarian aid which, for more than 40 years, has been helping people who are victims of armed conflicts and natural disasters by responding to the vital needs, drinking, eating, sheltering. Particularly engaged in the fight against diseases related to unhealthy’, the leading cause of death in the world, SI implements through its interventions an expertise in the field of’access to drinking’water,’sanitation and the promotion of hygiene but also in that, essential, food security and means of’. Present in more than 20 countries, the SI teams, 2500 people in total, composed of’expatriates, national staffs, permanent staff at headquarters, some volunteers…intervene with professionalism and commitment in respect of cultures.
THE MISSION
The mission of Solidarity International (SI) in Chad and Cameroon, named Tchameroun, merged in 2021.
Its coordination is based in Yaounde. It consists of’a country director,’a coordination of programs (coordinator, assistant and SERA manager),’an administration, HR and finance department (coordinator, assistant, assistants),’a logistics department (coordinator, HR and finance, assistant and managers), d’une grant manager and a reporting and communication officer. SI Tchameroun also has three field coordinators (CT).
SI Tchameroun is present in the regions of the Eastern Logone, Lake, Ouaddai and Sila, Chad, the Far North’ (EN) of Cameroon, N’Djamena and Yaounde. The mission receives humanitarian (ECHO and CDCS) and development (AFD) funding. She is currently leading projects of’surgence assistance –EHA, cash transfers-, strengthening the means of’ existence and’access to’eau,’hygiene and’ sanitation. It incorporates a strong dimension of’autonomization and strengthening of civil society organizations and the resilience of the beneficiaries of its projects.

This recruitment notice concerns the position of field coordinator of the pronvince du Lac, based in Baga Sola, resulting from an HR reconfiguration.
The Baga Sola base has about 15 people today.
JOB DESCRIPTION
General objective :
The/the field coordinator (CT) has a role of head of mission by delegation in an area of’a country in which SI intervenes. He/She is the privileged interlocutor.e of the/of the country director.trice (DP).
General objectives of the position, in the’intervention area :
- Propose, according to the geopolitical and humanitarian context, the regional strategy and ensure its implementation once validated.
- S’insure of the security of IS personnel and assets.
- Control and ensure that projects are carried out in accordance with the IS charter and in compliance with internal and contractual procedures.
- Mobilize the material and financial resources necessary for the good conduct and quality of the programmes and supervise their management. Actively participate in the’ identification of opportunities and in the drafting of project proposals.
- Supervise and accompany SI employees.
- Representing SI to authorities, partners, donors, media and civil society.
Main Challenges :
- Ensure a monitoring of the context in the west of Chad, in the Lake Chad region, volatile because of clashes between armed groups and security forces and intercommunal conflicts.
- Maintain an efficient network of relationships and contacts, allowing the’exchange of reliable information, with a view to strengthening partnerships and facilitating access to the beneficiaries of the actions. Continue to promote the specific positioning of SI : as close as possible to needs, geographically and in its fields of’ expertise ; project interventions in the continuum from the’urgency to development.
- Supervise employees and work to reduce turnover and improve the quality of programmes (emphasis on accountability, capitalisation,’archiving).
- To ensure representation of IS in N’Djamena for the themes and issues related to the province of Lake.
Priorities for the first 2/3 months :
- Accompany the increase in the volume of IS activities in the province of Lac.
- Participate actively in coordination with other stakeholders and partners, in a competitive environment for ONGI.
- Strengthen the skills of the programme and SERA teams.
YOUR PROFILE
Training :
Master in international development, project management, administration/finance/HR, or equivalent
Technical experience and skills :
- At least 3 years of experience in the humanitarian sector
- At least 3 years of experience in an equivalent position
- Management skills, ability to federate and supervise.
- ’analysis and projection capabilities.
- Security management and understanding of a volatile security environment.
- Project management, ideally in SAME and/or EHA.
- Relationship, coordination and networking capabilities.
- Appetence for the microphone (close accompaniment of colleagues) and the macro (strategic projections).
Languages :
- French, oral and written.
- English proficiency is desired (english-speaking lessor).
- Mastery of Arabic, Hausa or another regional language is an asset.
IF YOU WILL OFFER THE FOLLOWING CONDITIONS
An employee position : According to experience, from EUR 2860 gross per month (2600 base salary + 10% annual leave allowance paid monthly) and a Per Diem monthly of USD 600
SI also covers accommodation and travel costs between the expatriate’s country of origin and the place of employment.
Breaks : During the mission, a work-study system is implemented at the rate of 7 working days every three months ( with USD 850 allocated by Solidarités International ). In addition to these break periods, there is an additional day of rest per month worked.
Social and medical coverage : Expatriates benefit from insurance which reimburses all health costs ( including medical and surgical costs, dental and eye care, repatriation ) and a pension system including war risks. The necessary vaccination and malaria treatment costs are reimbursed.
LIVING CONDITIONS :
Baga Sola is one of the main localities in the Lake region of Chad. It is located about 400 km from N’Djamena, accessible by plane and by road. The living conditions are simple and basic. There is a market with basic products and few’s of leisure spaces.
The/the CT is one of the two expatriates for SI au Lac, with the/the log-admin. Many international NGOs and United Nations agencies have an office in Baga Sola.
The’hospital of Baga Sola allows a management of common pathologies, without complications. In case of more serious health concern, a transfer to the regional’ Hospital of Bol or a structure of N’Djamena can be organized.
Within the SI ( single office / guest ) base, the CT will have an individual room and SDB. The base is equipped: water, electricity, Internet, air conditioner, television.
SAFETY CONSTRAINTS :
- The context of intervention in the Lake region of Chad is characterized by the presence of organized armed groups, clashes between groups and with the security forces, inter-community conflicts, acts of predation and the presence of improvised explosive devices. Humanitarian actors have so far not been targeted by the attacks.
- Armed conflicts and climatic hazards cause many displacements of people.
- The city of Baga Sola is said to be calm. Crime is sometimes noted there.
- For all movements in the field, in the localities of intervention, the checks secu must be precise and punctilious, the means of communication efficient.
- The authorities are looking at humanitarian activities. It is essential to maintain a good relationship and to respect the rules relating to the communication of’information on activities.
