Key Duties and Responsibilities
Leadership:
- Reporting to the Country Director (CD), you will be managing one of PAH’s existing regional program areas in Ukraine with multiple revenue streams and activities spread across the region.
- You will provide leadership to both program and operational support teams in the field while providing representation of PAH to existing and new funding, implementing partners, stakeholders, and local Ukrainian authorities.
- Lead the recruitment of team members for Area Program & Operational requirements as needed.
- Ensure regular performance reviews and career management in line with PAH Human Resources (HR) policies and procedures.
- Collaborate with the country security team focusing on the safety & security context and situation as frequently as needed to manage risk exposures.
- Ensure that staff adhere to safety and security protocols.
- Ensure compliance and understanding of all policies and procedures related to fraud, corruption, transparency, and whistleblowing.
- Facilitate conflict resolution and support to staff.
- Cultivate a positive, fulfilling work environment for team members, promoting productivity and good relationships within the team.
- Lead by example, demonstrating the emotional intelligence, skills, and work ethic you want to see in your team.
- Provide leadership and support to project implementation teams, troubleshooting and coordinating as needed.
- In collaboration with HoP develop clearly defined and easily understood goals & objectives for Area team members to facilitate regularly scheduled performance evaluations.
Representation:
- You will provide representation of PAH to existing and new funding, implementing partners, stakeholders, and local Ukrainian authorities.
- Represent PAH in external meetings with current & potential future partners, stakeholders, and relevant agencies to seek & share information, knowledge, and visibility.
- Cultivate networks and relationships with current & potential future partners, stakeholders and relevant agencies including local authorities to support and facilitate current and future PAH programmatic interventions.
- Provide written reports to Country Office Senior Leadership Team (SLT) related to external coordination & collaboration.
Program Implementation & Coordination:
- Oversee the implementation of PAH Ukraine’s current humanitarian response program strategy and support a shift to early recovery in mid-late 2024.
- Provide analysis of the current and socio-economic situation, trends, need, gaps, and activities of external parties in areas served to inform mission direction.
- In collaboration with the HoP, you will ensure program interventions are contextually appropriate and meeting the needs of beneficiaries while continually seeking new strategic opportunities.
- Oversee all aspects of program implementation in your Area of Responsibility, including budgeting and financial management, tracking achievements and milestones, reporting, coordination of field teams, and communication with CD and HoP.
- Support grant & funding development through direct (where/when applicable) input proposal assessment, development, and budgeting.
- Collaborate with & support country communications team in production of external & internal media & general visibility programs & products.
- Under the direction of the HoP, establish relevant program intervention goals, monitor progress, and provide feedback as needed.
- Facilitate program implementation, including tracking and reporting achievements and milestones, coordination of field teams, and communication with the CD, HoP, and sector leads.
- Facilitate support to Grants Management and MEAL for compliance and monitoring of all PAH Ukraine grant submission, program implementation.
- Oversee procurement, ensuring timely supply management as well as compliance with all application policies and regulations.
The successful candidate will be selected based on successful completion of an initial examination, interview and the requirements described below:
- International humanitarian mission experience (outside of your home country) required.
- Minimum five (5) years demonstrable experience leading medium to large teams (15 – 75 people).
- Demonstrable experience and exposure living and working in dynamic, complex environments including conflict affected contexts.
- An ability to oversee, delegate, and directly implement tasks.
- A clear understanding of and ability to explain and implement matrix management.
- Solution oriented problem-solving and organizational skills.
- Ability & willingness to focus on and maintain positive team dynamics and provide individual team member support and development.
- High functioning communication skills with a focus on.
- Demonstrable ability and/or willingness to develop and expand relevant professional networks with partners, stakeholders, and other agencies across all applicable sectors.
- Ability to quickly absorb and understand local context and understand the humanitarian & social needs in Ukraine.
- A university degree or equivalent demonstrable experience in international development, sociology, public administration, or other relevant field a plus.
- English language fluency.
- Familiarity with the Ukrainian or Russian language is an asset.
- Experience working Eastern or Central Europe a plus.
- Ability to support/gap fill for other PAH Ukraine Area offices.
- Visa obtention for Ukraine is required. Schengen zone visa obtention is an asset.
