NRC promotes and protects the rights of refugees and people who have been displaced within their own country. We take action during situtations of armed conflict, and engage in other contextes where our competences will add value. The majority of our 5000 staff members are national employees in NRC’s projects in around 25 countries worldwide. All our projects are supervised by the NRC Head Office in Oslo. NRC was established in 1946 under the name Aid to Europe, to assist refugees in Europe after World War II. Today NRC is organised as an independent, private foundation. We cooperate closely with the UN and other humanitarian organisations, around the world as well as in Norway. What does NRC do? Programme Activities: NRC’s main activity is the deliverance of humanitarian aid through programme activities in the field. NRC specialises in five programme areas, or core competences – Shelter, Food Security, Water, Sanitation and Hygiene (WASH), Education, and Information Counselling and Legal Aid (ICLA). The core competences are adaptive to different contexts and mutually reinforcing.

JOB DESCRIPTION

These strategic locations have allowed NRC greater reach from the north and south parts of the North-East and North Central region and allowed NRC to contribute to bridging the gap between humanitarian aid and development cooperation, including by focusing on equitable access to basic services and strengthening the rights of displaced people and returnees. In addition to the Country Office and the above-mentioned Area Offices, NRC has sub-office structures in Dikwa, Monguno, Biu, Mubi, Pulka and Gwoza.

If you are those people, the Norwegian Refugee Council in Nigeria is looking for an enthusiastic and passionate ICLA Coordinator to join our team in Yola, Adamawa State. You will be responsible for the  day-to-day icla functions for the NRC Area South office.

Role and responsibilities

The purpose of the ICLA Coordinator position is to ensure the effective implementation of the ICLA project portfolio at the area level. Under the supervision of the ICLA Project Manager, and with technical support and guidance from the ICLA Specialist, the ICLA Coordinator will

Generic responsibilities

  • Adherence to NRC policies, guidance and procedures
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Line management of CC project field staff
  • Adherence to NRC policies, guidance, and procedures
  • Contribute to CC strategy development, project proposals, and provide input on needs and gaps. 
  • Manage and implement delegated portfolio of ICLA projects (activities, budget, and project documentation) as delegated from ICLA PM in line with proposals, strategies, and donor requirements, and ensure high technical quality.
  • Provide regular progress reports to ICLA PM.               
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.
  • Promote and share ideas for improvement and necessary changes in the activities.
  • Ensure capacity building of project staff and transfer key skills.
  • Liaise and collaborate with relevant local authorities and other key stakeholders.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specific responsibilities 

  • Have primary responsibility for the implementation of the ICLA project activities, in line with proposals, strategies, and donor requirements.
  • Develop and follow up on detailed project work plans, procurement plans, spending plans, and monitoring and evaluation plans.
  • Train and coach, the project team on the technical aspects of the project.
  • Support teams in the identification, documentation, and reporting of concerns, and trends of the thematic areas of the ICLA project.
  • Coordinate with local authorities and represent ICLA in thematic/relevant coordination meetings at the local level.
  • Manage project budget and liaise with support teams as necessary.
  • Supervise the ICLA TL, ICLA Officers and Technical Assistants.
  • Conduct regular field visits and provide progress reports to Project Manager and Area Manager; and
  • Carry out any other duties as delegated by the Project/Area Manager.

QUALIFICATIONS

Generic professional competencies for this position:

  • Minimum Bachelor of a Law degree and must have been called to the Nigerian BAR (be able to practice as a lawyer in Nigeria) and be conversant with international humanitarian and Human Rights law or Political Science, International Relations, or Social Sciences.
  • Minimum 3 years of relevant experience within the field of expertise
  • Technical-specific knowledge from the humanitarian sector
