QUALIFICATIONS

PURPOSE

Overall objective of the position is to provide technical support to enhance coordination capacity of MoH programs with regards to Human Resources for Health (HRH) activities.

BACKGROUND

The Ministry of Health, Eswatini, with support from the World Health Organization conducted an end-term review of the Human Resources for Health (HRH) Strategic Plan for 2019-2023 and also conducted in evidence generation exercises (Health Labour Market Analysis and Health Workforce Survey) for informing the new HRH Strategic Plan and made recommendations for future HRH strategic interventions.

The National Health Sector Strategic Plan 2019-2023 highlights key HRH interventions aimed at strengthening systems for planning and provision of pre-service and in-service training to ensure quality and needs-based training of health workers.

DELIVERABLES

The HRH Officer is expected to undertake these main tasks:

–          Coordinate the high-level multisectoral national policy and investment dialogue on health workforce to facilitate evidence-based policy and obtain strategic decisions.

–          Coordinate activities for developing and costing the next generation of the National HRH strategic plan and initiate implementation of the plan.

–          Provide technical assistance in developing a comprehensive Ministry of Health integrated (master) HWF training and in-service education plans

–          Provide technical assistance in revitalizing and strengthening the national Technical Working Group (TWG) on Human Resources for Health.

OUTPUTS

–          Output 1:  HRH Strategic plan with costs and monitoring and evaluation framework for submission for MoH approval

–          Output 2: Activity plan for HR capacity development, and an in-service education plan

QUALIFICATIONS, EXPERIENCE, SKILLS AND LANGUAGES

Educational Qualifications

Essential – First university degree in the field of Social Sciences or any health-related field

Desirable – Master’s degree in public health or other relevant health management field

Experience

Essential – A minimum of five (5) years’ experience in overall health systems development and capacity building in developing countries.

Desirable:

–          Extensive Experience in strategic planning, program reviews

–          Seasoned experience in government official engagement especially the Ministry of Health senior management team.

–          Demonstrated experience working with a wide range of development partners, including multilateral and bilateral donors as well as private foundations and civil society.

–          In-depth understanding of current challenges and opportunities for health, knowledge of Eswatini Health system and knowledge of WHO or any other UN agencies

–          Strong interpersonal communication and writing skills and ability to work with diverse teams.

–          Relevant experience working in planning of programs, management of projects and financial utilizations

–          Experience in coordination, communication decision making committed to achieve results, relationship-building partnering and networking especially with government and International Development partners

Knowledge, Skills and Abilities (Competencies)

Functional Skills and Knowledge:

–          Skills in report writing

–          Competency in the use of computer software internet and computer-based management tools.

–          Fluency in English, good analytical, diplomatic and negotiation skills

–          Experience in using HLMA Support Tool Beta v. 2.1 and interpreting data will be an asset.

–          Experience in working with national stakeholders on different thematic areas.

–          Demonstrated ability to organize experts committee meetings.

–     Demonstrated interpersonal skills with ability to promote consensus, communicate progress and results, and resolve issues in a proactive manner, while ensuring effective work practices and ethics.

–          Excellent communication and presentation skills with ability to write in a clear and concise manner and give technical advice.

–          Excellent interpersonal and networking skills, including the ability to liaise effectively at senior levels

Contractual Arrangement: Special Service Agreement (SSA)

Duration: The work is expected to take six (6) months (March – August 2024).

Contract extension is strictly contingent on availability of funding and or performance.
