Referent pharmacy (F/H) – Burkina Faso At Doctors of the World


Medecins du Monde, a militant medical association of international solidarity, has been committed for more than 40 years to caring for the most vulnerable populations here and there, to bear witness to the obstacles found in regard to’ access to care, to obtain lasting improvements in health policies for all.

As an independent association, we act beyond care by denouncing violations of dignity and human rights and fighting to improve the situation of precarious populations.

In France and abroad in nearly 30 countries, our actions are aimed at facilitating access to the health system by working on 5 priority themes structuring our struggles and our advocacy for health and health care : emergencies and crises, sexual and reproductive health, risk reduction, migration, rights and health and health-environment.

Present in Burkina-Faso since 2010, MdM has developed several projects in the field of the fight against malnutrition, primary health care, medical care of refugees from Mali, prevention against the threat of the’Ebola epidemic and a sexual and reproductive health (SRH) project focusing on unwanted pregnancies in the Sahel.

In Ouagadougou, youth DSSR and mortality reduction projects due to cervical cancer (CCU) have been implemented. In Kongoussi health district, MdM implements the project « right, access to health North-Burkina-Faso » and a project of emergency response’ for access to quality health services. In November 2023, a consortium project was launched with Help and the Red Cross to strengthen the health system and access to primary health care.

DESCRIPTION OF THE POSITION :

Under the responsibility of the health coordinator, you ensure the general smooth operation of the central pharmacy of MdM France in Ouagadougou and pharmacies at the operational bases of the mission, ensuring an adequate, quality and timely supply of medicines, consumables and medical equipment on all MdM projects.

Specifically, your missions are as follows :

Needs analysis

  • Provide technical supervision of the data collection of the mobile bases and clinics/health centers supported
  • Guarantee a reliable and regular data entry in the tools or the Sagastock pharmacy management software
  • Support the team in analyzing this data to optimize the management of medical inputs
  • Ensure the systematic and appropriate use of management documents on the mission
  • Participate in the development of new collection and analysis tools according to identified needs
  • Work in collaboration with the health coordinator and thematic referents to check the status of stocks and consumption and assess the relevance of prescriptions
  • Participate in the drafting of activity reports and the completion of internal monitoring tools
  • Participate in defining needs in the event of a change in mission activities

Supply Management

  • Estimate local and international supply needs based on consumption, health facilities supported, national recommendations and policies and the MdM medicines policy
  • Prepare medical orders according to needs and national recommendations and in collaboration with the health coordinator
  • Collaborate with the logistics and medical departments in Burkina Faso and at headquarters for the purchase of medicines and equipment
  • Train project pharmacy managers and the country pharmacist in preparing orders and monitoring orders sent to headquarters
  • Raise local teams’ awareness of the notions of rational use of medicines and quality assurance
  • Supervise the delivery and receipt of medical inputs, as well as quality control of items received

Flow and inventory management

  • Ensure the implementation and use of standard MdM pharmacy management tools and train teams in their proper use
  • Supervise inventory management
  • Supervise and participate in the conduct of physical inventory, carry out random checks
  • Provide technical support to the pharmacist of the mission
  • Ensure proper understanding and application of procedures and tools used at bases and mobile clinics/health centers
  • Implement and monitor inventory management differentiated by donor
  • Supervise the stock management of certain specific pharmacies and inform the health coordinator in the event of abnormal consumption or abusive use

Staff supervision and technical support

  • Provide training and technical support to country pharmacists and base pharmacy managers
  • Participate in conducting evaluation interviews for the country pharmacist and MdM stock managers
  • Participate in the recruitment of staff in charge of the pharmacy when necessary
  • Ensure the coordination, organization and monitoring of the training of health personnel in the supported centers

Reporting

  • Coordinate the drafting of an activity report and monthly inventories to be sent to the health coordinator
  • Participate in medical meetings of teams in Ouagadougou and bases during field trips
  • Participate in coordination meetings with external pharmacies
  • Participate in various internal MdM meetings
  • Participate at the request of the coordination team in meetings with the MSHP, health district teams, management committees, United Nations agencies
  • Write the CRs for certain meetings
  • Ensure better traceability of stock movements, classification of documents and archives by project
  • Ensure the monthly transmission of back-up management files and narrative reports to the people concerned

CONDITIONS OF EMPLOYMENT:

  • Status: Employee
  • Contract: Fixed-term contract
  • Duration: 6 months
  • Position to be filled as soon as possible
  • Gross monthly salary of 3119 euros
  • Frequent travel to be expected on the programs
  • 13th month equivalent paid in 2 installments – from 6 months of actual work seniority
  • Expatriation bonus of 10% of gross salary per month

REQUIRED PROFILE :

  • Doctorate in Pharmacy
  • Humanitarian experience of at least 3 years and 2 years in a similar position required
  • Previous experience with MdM in an emergency context is an asset
  • Experience in team management
  • Experience in tropical medicine would be a plus
  • Probity

  • Ability to work in a team in a degraded security context
  • Ability to work urgently and under pressure
  • Ability to develop and deliver training

  • Mastery of Microsoft functions (Word, Excel, PowerPoint, etc.)
  • Knowledge and use of the Sagastock tool for medications is an asset
  • Languages:
    Fluent French, both written and spoken, essential.
    Fluency in English is an asset.
