UNOPS Hub in Amman

The UNOPS Hub in Amman implements projects in Jordan, Lebanon, Iraq, Syria, Turkey, and Yemen, in partnership with bilateral donors, national governments, and other UN agencies. With an established presence across the region, the office runs operations including large-scale procurement, project development, and technical management, and provides financial, human resources, and infrastructure-related services. The functional objective of UNOPS Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules and regulations of UNOPS, in order to support the response to the current needs and national priorities in the region.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Project Background

In an effort to support improved access to public health services, UNOPS is embarking on a project that aims to enhance the absorption capacity of the public health systems in different countries across the hub. The projects will entail a component that aims to design, furnish and equip the targeted health facilities.

The primary objective of this consultancy is to engage a highly experienced Medical Gases Engineer/Designer to support the design and layout of health facilities, ensuring optimal and safe implementation of the medical gasses system and strict adherence to medical codes and standards.

Functional Responsibilities

The Biomedical Engineer will be responsible for the following key tasks:

1. Medical Gases System Design:

  • Collaborate with the design team to review or plan and design medical gasses systems within health facilities.
  • Ensure that medical gasses systems are designed to meet the specific needs of different healthcare areas, such as operating rooms, intensive care units, and patient rooms.
  • Review the piping distribution layoutReview load calculations and size appropriately.
  • Review load calculations.
  • Performs coordination at a higher level by reviewing drawings supplied by team engineers and the architects to implements design modifications as necessary.

2. Compliance with Standards:

  • Ensure strict adherence to national and international standards and regulations governing the design, installation, and maintenance of medical gasses systems.
  • Stay abreast of updates and changes in standards related to medical gasses to ensure continuous compliance.
  • Review and research code issues and ensure that the design fully comply with the relevant codes and standards.

3. Risk Assessment:

  • Conduct comprehensive risk assessments to identify potential hazards associated with medical gasses systems.
  • Develop and implement risk mitigation strategies to enhance the safety of medical gasses infrastructure.

4. Quality Assurance:

  • Review and advise on the quality assurance measures to guarantee the reliability and safety of medical gasses systems.
  • Conduct regular inspections and audits to verify compliance with established standards and identify areas for improvement.
  • Review the design to ensure sustainability, quality in delivering the medical gasses to the designated department in the health facility in full compliance with the relevant codes and standards.

5. Training and Capacity Building:

  • Support and advise on the training programme addressed to relevant personnel on the safe handling, operation, and maintenance of medical gasses systems.
  • Support in developing educational materials and contribute in the planned workshops to enhance awareness of safety protocols among healthcare staff.
  • Assisting in the development of maintenance routines, procedures, risk assessments, preparing and maintaining relevant technical records.
  • Share knowledge to raise awareness towards safety and quality in the design or implementation of the medical gasses systems in Health Facilities.

6. Collaboration with Stakeholders:

  • Work closely with architects, engineers, and other stakeholders to integrate medical gasses systems seamlessly into the overall health facility design.
  • Collaborate with regulatory bodies to ensure that all installations comply with legal requirements.

Education/Experience/Language requirements

Education:

  • Bachelor’s degree in Mechanical Engineering, Biomedical Engineering, or a related field is required.
  • Master’s degree in Mechanical Engineering, Biomedical Engineering, or a related field may substitute required years of experience.

Experience:

  • A minimum of 4 years of proven experience in biomedical engineering, particularly in the areas of medical gases and healthcare design is required.
  • Demonstrated In-depth knowledge of medical gasses systems, including design, installation, and maintenance is required.
  • Familiarity with relevant national and international standards, codes, and regulations e.g. HTM 0201, and NFPA is required.
  • Working knowledge of the building code for mechanical engineering such as ASHRAE, NFPA, HTM, IPC is required.
  • Auto CAD and REVIT MEP experience is required.

Language Requirements:

  • Fluency in English and Arabic is required.
