For every child, a vaccine
Context :
Timely and equitable immunization services are among the most cost-effective development interventions, with sustained and long-term health and economic dividends for nations. Efficient end-to-end vaccine inventory management is at the heart of these services, as it ensures that vital vaccines are always available up to the last mile, that coverage targets are met and no children are left behind.
However, each year at least one third of the low- and middle-income countries ( PRFI ) experience one or more stock-outs of vaccines lasting one month or more. By examining the supply chain indicators reported annually by governments over the past ten years, PRFMs saw the number of stock ruptures of at least one routine antigen increase from 30% in 2010 to 45% in 2019.
The Kisangani hub is one of the country’s modern depots built in 2019 in the eastern part of the country serving 4 of the 26 provinces and supplies 7’ antenna depots. To allow this hub to play its full role, it is important to boost its operation in order to allow the country of’ to achieve the goal of integrating covid-19 vaccines into routine ENP. To support the Ministry of Health in this dynamic,’UNICEF is planning the deployment of an international vaccine management consultant to the Kisangani hub.

Summary of the main functions/responsibilities :
Under the general supervision of the Supply Chain Manager, the VM specialist will be responsible for the following key results.
1. Ensure that vaccine management issues are identified and actively addressed at the local level ;
2. Support the planning of logistics activities and’estimation of vaccine needs and’injection equipment of the Kisangani hub for the year 2024 ;
3. Assist the hub manager in setting up and monitoring the management of vaccines and’injection equipment through the SMT 2024 ;
4. Follow-up of the parameterization and follow-up of the management of vaccines and’injection equipment through the SMT 2024 for all the deposits subscribed to the hub ;
5. Assist the Hub manager in Planning, receiving vaccines,’injection materials
6. Help the hub manager to effectively manage arrivals, storage, monitoring and temperature control during storage ;
7. Assist the hub manager in ensuring the distribution of routine vaccines including covid-19 to all these subscribers
8. Help the hub manager to carry out the’inventory of vaccines and’injection equipment of the hub ;
9. Assist in the’ management analysis of vaccines and’injection equipment through the SMT and produce a monthly report and its dissemination
10. Follow-up of the’analysis of the SMT of all the deposits subscribed to the hub and its diffusion
11. Support the’ weekly inventory of vaccines and’injection equipment of antennas and health zone deposits ;
12. Follow up on the’ preparation of stock management reports (Thrive360) of the health zones of the hub customers and their weekly transmission on a good date

13. Support the triangulation of data on stocks, consumption and coverage of all antennas and health zones served by the Kisangani hub, taking into account barriers to the use of data and mitigation strategies ;
14. Support the implementation of the’evaluation GEV of’ plan forimprovement of GEV ;
15. Ensure the capacity building of the logistics actors of the hub and its subscribers

Education :
Applicants must hold a university degree (a higher degree would be an advantage), preferably in a relevant field (supply chain, economics, international development studies, medicine, purchasing, etc, logistics or other quantitative degree). Relevant work experience can replace the university degree in cases where it does not correspond to a relevant field.
Applicants must have a good knowledge of vaccination, the vaccine supply chain, vaccine management and health systems in a broad sense.
Professional experience :
- At least 8 years of experience in the management of international public health programmes, including at least three (3) years in the field of vaccination, with experience in low and middle income countries, preferably in the following areas of interest :
- Logistics management systems
- Supply chain bottlenecks and root cause analysis
- familiarity with inventory policies, allocation, ordering and distribution strategies, and other supply chain operations
- – Strengthening health systems
- – Evaluation and measurement of supply chain performance
- – Experience in interfacing with national ministries of health is an asset
Technical knowledge and skills :
- Proven experience in strategic negotiations and planning in multi-stakeholder contexts.
- Experience in the drafting of complex strategic proposals and the development of multi-year operational plans
- Experience in training, planning and providing technical assistance
- An effective presenter, able to adapt the message and visual materials to multiple audiences in order to present concise and impactful presentations.
- Knowledge of supply chain management and operations
- Excellent analytical skills
- Proven ability to work in a multicultural environment
- A proven track record of interface with national ministries of health is an undeniable advantage.
Language : Mastering French is required and knowledge of English is considered an asset.
